how to negotiate when looking for a real estate agent

I started my search from the San Diego Association of Realtors. The lady on the phone refused to help me and referred to the California Department of Real Estate (DRE) (619)525-4192.

The greeting message at the DRE said: if you have complaints against a real estate agent press 2. District information press 3. Subdivision information press 4. Press 0 for operator. I pressed zero to ask my question how to negotiate with the real estate agent.
After holding for a while the machine asked me to call back later!

I checked the DRE web site. They have information for consumers. It says "The primary objective of the Department of Real Estate (DRE) is the protection of the public interest in regard to the offering of subdivided lands, and the handling of real estate transactions by licensees."

You can check the license status of a broker/officer or a sales person. There are only educational materials about Mortgage, how to file a complaint against a real estate agent, and other informative material for a consumer.
